I do not know where good ideas come from. If I did, I would go there and get a few more.  I had carved this type of Bellamy eagle for years and in fact own a copyright on one like it only without the banner.  The idea to put "Free Kuwait" on one of these eagles and send it to George H.W. Bush (41st President) was in my head as I woke up one morning during the Gulf War. Little did I know that it would end up on exhibition in the National Archives in Washington, DC. The exhibit was entitled "Tokens and Treasures-Gifts to Twelve Presidents" and it ran from March, 1996 to February, 1997.  The best part was when I learned that out of 30,000 gifts presented to George Bush during his presidency,  my little eagle was one of the 13 chosen to represent President Bush's term in office in this exhibit.
